Yes, looks like you are right. I regular buy IN-18 tubes for my clocks, but 
within last 3-4 month, I can not find good  (NOS) IN-18 tubes in Russia or 
Ukraine, spoke to a few Ukrainian  suppliers, they said IN-18 tubes are not 
easy to find...
