Richard Wheater of Neon Workshops may be your man, or at least a good starting point (he knows everyone). Apart from being a Neon artist himself, he also fabricates for others, most recently for the London-wide Lumiere show a couple of weeks ago. I did a bit of training with him and he's a good guy.
