The problem with Hathi is that they take the word of whoever scanned the book regarding copyright status. For example, works by the [US] government and many of the US states cannot, by law, be copyrighted. Yet Hathi blocks downloading of the, restricting them to the first 2 categories listed below. When I contacted them about that they said "yes, we know, but..." and said that if I gave them a list of specific titles, they'd have their copyright review team take a look at them. When I said "this annual government report 1856-1992" they told me they didn't take ranges and to list the titles individually. Note that they just wanted the titles, not the URLs, so this was unnecessary work for both them and me. BTW, Hathi has [at least] 3 levels - 1) Can search the book but not vew any text 2) Download restricted to partners only, and 3) Can be downloaded by anyone.
