Thats PLC Center / Radwell - they have been around for aeons, used to be 
mail order with huge catalogues listing buy / sell / repair prices for 
every bit of industrial automation / PLC / computer part (they buy surplus 
stores from companies). They were always very expensive as they relied on 
being just cheap enough for companies to buy from them to keep machines 
running rather than upgrading obsolete equipment. They have probably had 
those tubes in stock for 25 years as it is, or just got luck with an 
inventory buy out...
