I have a large clock with about 300 NE-2 bulbs that I built in 2013. Most of the bulbs glow normally, but about 4 or 5 have a slight flicker and have done that for many years. I also have 2 dead ones I need to replace (yeah, that's what I said 10 years ago...).
So from what I've seen it's not common and it's not a sign of imminent death.
