What do you mean by (voltage dropouts and spikes)? I would change the power supply. I had a Blown up PS3 when I got my board. The previous owner replaced it with a new PS4. That PS4 also stopped working after a 4-5 years. I have upgraded to Acopian power supplies, and hear are my reasons. I believe the Neotek power supply is doing too much work for one box, all run through a custom transformer (that you can't find). If one voltage goes down in the supply your whole system is down for repair. I replaced all the supply voltages needed with separate supplies. (+18v, -18v, +48v, +5v, +32) etc. These supplies have better specs, and replacements can easily be ordered over night.
As far as chip replacement, I had good results staying with the designed IC's (TL704,TL702,TL701, NE5534) etc. No need to change things around, this board kicks ass the way it was designed. As far a caps, I used Nichon 65-80 degree C rated. When this board is calibrated, there is no other board that is better. Brian p.s. The truth is i had lots and lots of problems with this particular elite (mainly voltage dropouts and spikes) and im thinking maybe the thing to do is to try to restore the console to a full working state.
