The 8 wires running across the back of the LED meters are the ribbon cable for that supplies power and bussing (common signals to all meters, GND, Pk/VU buss, power supply voltages etc). If you can see that, you should be able to see the ceramic caps, if present, they are usually just above or below the 8 pin connector on the meter card (someone more familiar with the older meter cards could chime in here, I'm more familiar with 22 and 40 segment cards from the Elite /Elan). Cory, the power supply puts out multiple voltages, so it is possible that just the 36 volt meter output is not working. The surge protector does not affect this. The Monitor select switches decide what signal goes to the VU meters. The Pk / VU switch selects the response of the LED meters (ie. whether they are showing Peak or Average levels). What part of the world are you located in? Maybe there is someone nearby that can help you with this.

Some more info....It is definitely a Series 1, possibly a Series 1E. The board is 16 ins, and 8 buss's. There are 8 LED meters, so I suspect it is for the 8 bus outs. Also, there are two more LED meters directly in the center of the board, in between the two needle meters ,(what is the proper term for those kinds?) which I am assuming is for the main stereo out channel. The power supply is a PS-05. My observations:
The LED meters were working.
The needle meters were and continue to work.
The signal is succesfully reaching the board and travelling through the buss's into the presonus. Questions I still have: There is a group above the stereo fader called "Meter Selects." Included in the Meter Selects group are 4 push buttons- Extra, Echo, Foldback, and Moniter. Right below those options is another button. It is a Peak/Vu button, peak when it is out, vu when pressed in. I am thinking this has to be close to the culprit....maybe? I can't seem to understand how it could be a power supply issue if everything else seems to be working perfectly. I looked in the back, though I couldn't get in enough to find any ceramic capacitors.....I will check that tomorrow. Everything seemed to be sturdy, for lack of a better word. All the wiring/connections seemed solid. On the rear of the console, behind the meters were the individual cards(I believe is the term) and there was a inside of a computer looking type cable connecting each, and the cable had 8 gaps, so there were 8 individual wires running through it. It all seemed to be connected well, so I don't think there is a bad connection. I have the power supply runnning into a surge protector, whereas I had it running directly into the wall before. Could the SP be reducing the amount of voltage the board is receiving?? I can get a picture hopefully tomorrow. Also, I do have the schematics, but I cannot read them. Another thing I have to get on. Yes, all good points, Jared. Colby, if none of the LED meters work, it could be a power supply issue. Also, have a careful look at the backs of the meter cards and see if you can spot any burnt up ceramic capacitors (green or brown/tan discs about the size of a penny). If you see one or more, they are probably shorting out the 36 volt power supply rail. These must be removed before you fix the meter supply.
