What outputs are you using to send to your converters? bus outs, insert sends or direct outs? This might help isolate what cicuits are in the signal path. Also could it be something in your patch-bay wiring? I encoutered a strange problem like this with some RME converts in the past. I don't recall the exact problem but it was related to the normalling in the patch-bay.

 

On a side note, are you sure the line inputs on your neotek are unbalanced. I have a series 1E with almost the same configuration as yours and my line inputs are balanced

That's what my issue was. Sometimes lifting the shield isn't the answer though. For example, a digi192 suggests on the rear panel to lift the negative wire instead of the shield. Which is different than any other converter I've encountered. I have the studio wired with the shields lifted on the converters so whenever I plug into an unbalanced input on the neotek the signal is 6 db or so lower. To remedy this I'm getting a new converter.
