Well, before 4.9, the nepomuk code was present in kdelibs (lgpl) and
kde-runtime (gpl). The kdelibs part were the APIs. Now that we have
combined them, we have the current situation.

I would like the package to be marked as LGPL, since users of Nepomuk
(developers) should not have to care about the runtime components. For
them, the library is all that matters, which is LGPL.
