Todd: I am not very familiar with the DCE plugin so I can not comment on that. Nessus in general will report all the ports and services it can detect.
In general you can either stop the ports or disable the services. Our team generally stops unneeded services and close down unneeded ports. If you do not need DCE than you should consider doing that. If you need it then I recommend that you stop access at your firewall.
