Plugin Question

I'm brand-new to this whole nessus deal (looks great, and free!).
How hard is it to get a new plugin written for a documented vuln?
Case in point: Port 2301 is almost always Compaq Insight Manager, and some
of the older versions can be exploited to copy files from the C: drive of
the host pc. 
Retina picks this one up, but not nessus (although it does see the open
port).
Please advise.
