If you don't have a config file when you start the GUI, Nessus creates a
default one (see preferences_new() in nessus-core/nessus/preferences.c). 
The plugins you list are all included by default, although disabled. 

I suspect that several of these defaults, though, are oversights and
shouldn't really be included anymore.  For example, the ones you list
are not in the scanners category.  And 10331 (ftp_bounce_scan.nes),
another default, was removed back in February because it was prone to
crash. 

As for plugin #10841, it refers to snmp_portscan.nes, a wrapper around
snmpwalk to do an SNMP port scan.  Like other wrappers, the nessus
daemon won't list it among the available plugins unless snmpwalk is
installed on your system.
