The first batch would get this request in just about the same moment so 
running them all at once through nmap is not an issue.

But some of these hosts run webservers and require other tests so the
remainder of these 12 will be ready much faster. Should we hold of the
testing of those untill all 12 are ready to make sure we can feed another 
batch to nmap?

If you win on nmap here you lose valuable time on other means. And wether 
or not you are better of in the end remains to be seen.

An interrim solution might be to fire off nmap first with all addresses 
and get all the data required at the start and store it untill we can 
perform the other tests to the hosts.

to me this sounds like an effort that pays of results. how much effort is 
required is not clear to me as I am not a programmer.

I can see there is no simple win-win scenario as some think can becreated 
quite easily. But to me this did not sound like a peeing contest.
