If I understand RFC 2616 (for HTTP/1.1) correctly, 503 is a *temporary*
condition indicating the service is unavailable but which should be
resolved at some point in time.  For example, it might indicate the
proxy is overloaded and may be accompanied by a Retry-After header
holding the length of delay.
