Some (definitely not all) of things that can make the results different:

 - users have different ~/.nessusrc
 - if the first test crash some service then the second will not see it
 - if there is a limit on number of open connections, the first test
   could fill the limit up and then the second test will not be able to
   connect to service
 - first test could trigger some IDS countermeasure then the second test
   will be blocked
