Nessus can be used to determine the missing patches, but for most of them you will need admin privileges.
Some checks do _not_ require admin privs (the rpc overflows, messenger overflow, some IIS bugs and more), and usually these are the most critical ones (ie: those which could be blindly exploited by an attacker or a worm), but the vast majority does.
