I don't think it's just one plugin -- since the lockouts occur because of unsuccessful login attempts, you'll need to disable plugins that attempt to login as root. I know there are five found under the "Default Unix Accounts" family (11245, 11255, 11261, 11262, and 11264); there may be others too. By the way, the fact that root's being locked out when you scan suggests that telnet is running on the target, and that's not really safe. 'course, I imagine plugin 10280 will pick this fact up.
