At the risk of putting words into the Nessus team's mouths, I think the main concern is that Nessus has become a product, more like many parasitic products. I don't feel that this new plugin policy is designed to make Tenable a quick buck, but to help prevent these parasitic products from making a quick buck off the gracious backs of the Nessus/Tenable team.
Nessus still is a project. It's still GPL'd. Anyone is welcome to fork the code and develop another version. Anyone is welcome to spend as much time and effort pumping out new plugins as much as Tenable's people :-)
As someone part of a managed service provider that heavily relies on Nessus, I think this is completely understandable and acceptable. I don't usually care for hypotheticals, but what would happen if these parasitic products put Tenable out of business and the current Nessus team couldn't afford to spend as much time developing Nessus? Where would the Nessus community be then? Do we want to entrust the Nessus development to these other guys? I don't want to discredit the non-Tenable contributors to Nessus, but it is clear that Nessus owes a very strong majority of its growth to the Tenable contributors.
I think that as a community, one thing we can do is help make the lives of the main contributors as painless as possible. In the long term, I think it's in our best interest. This is getting a little philosophical, so I should shut up now before I dig myself too deep :-)
