Hard to tell without further details or experiments :-\

Maybe teardrop disrupts a network device, or trigger some automated
defense in a filtering device.
Another hypothesis is that it creates a "small" denial of service on
the target - e.g. 100% CPU for a couple of seconds. In this case, by
repeating the attack, you might take the host down.
