Success! I'm new to Nessus (only started using it about a month ago), and apparnetly Nessus has TWO websites that look exactly identical - www.nessus.com, www.nessus.org.
Even when you enable cookies for www.nessus.com, if you don't look closely, you won't catch the fact that the download from www.nessus.com is trying to access the download from www.nessus.org...so have to enable cookies for www.nessus.org as well before you can download 3.0. thru the .com site.
