No, it's not. Please review the FAQ regarding different feed types that I refered you to in my last mail. As long as you've run nessus-update-plugins at least once, you can find out what type of feed you have and when you last updated by looking at the contents of plugin_feed_info.inc in the plugins directory. If it says "GPL only", then you have a GPL feed and you won't have access to plugin 10195.
