Not to beat a dead horse AGAIN but I still have to say that was NOT a redundant feature.
As an example: Without that feature there is no way to enable all plugins that are safe only and include 1 desired non-safe plugin. Relying on the safe checks checkbox is all or nothing and turning it off would allow all the other non safe plugins to run. The only way to do it now is to turn safe checks checkbox off and enable each of the plugins you want manually. The "Enable all but dangerous plugins" option in the plugins tab was first removed in 2.2.3 -- it was felt it was redundant with Safe Checks. So yes, if you enable safe checks, dangerous plugins will not be run even if you enable them explicitly.
