That's one way to do it, but impractical for my particular situation (would take
too long to explain).
Perhaps this is a reasonable RFE?
Actions which need to occur pre- and post-scanning are a recurring pattern.
Adding a pair of categories with one-time activation per scan (e.g.,
'ACT_PRESCAN', 'ACT_POSTSCAN') would be useful for many contexts which Nessus
otherwise fits into very well.

Not directly. One way to do this though is to create three nessusrc
configuration files, the first and last with the plugins you want run at
the begining and end respectively. Then run three consecutive scans.
