This is from gpl_feed.nasl, plugin #9999, as distributed with the GPL
plugins.

If you have a direct or registered feed, then something went wrong as
the update should have replaced gpl_feed.nasl. If you have instead a GPL
feed, then this report is to be expected -- it's a warning that you're
missing out a number of checks. What does scan_info.nasl, plugin #19506,
report for the scan, especially for 'Plugin feed version' and 'Type of
plugin feed'?
