You can register your offline Nessus scanner with either the registered or Direct Feed. Registration does require Internet access, but not connectivity from the private network. Once registered, you can download the tarball of Nessus plugins and move it to the off-line Nessus scanner. Of course, dependin on how interesting and secure the other network is, the "move it to the off-line Nessus scanner" part can be tricky. Make sure to check with your local policies when moving disks, CDs, USB drives, .etc around. We have a lot of Direct Feed users who do this.
