Looking at my config, I have ARP (which wouldn't be needed in your case) and TCP ping over built in port (default).
I can't say that I have ever had the problem you have described. I have only had mixed results scanning via VPN concentrator. I wish I had more to offer. Maybe later tonight some folks on the other side of the world will chime in.
