It has been getting looser and looser, but of course, with strings and provisions that get more and more complex. Exemptions for eduction are listed numerous times, but still there is no blanket permission to use evrything. <Todd> I'm not sure this horse is quite dead yet. It has been my general impression that copyright laws and their interpretation have been getting stricter, not looser. The digital millenium blah blah copyright bill and Fritz's Consumer Broadband and Digital Television Act, formerly known as the Security Systems Standards and Certification Act--just oozing with evil--attest to some of the extremes. In any event, as Gail stated, there is no blanket permission to use anything. Instead, it must be evaluated according to the four criteria listed in other posts on this topic. But the one constant I have seen in reading fair use guidelines is that the reproduction of consumables like workbooks is prohibited (unless you really believe it is a fair use and care to spend millions trying to prove it). Unless the workbook you want to copy from specifically states that you may make copies until the cows come home, don't do it! Your school or district should have an attorney and a policy. Check with both. I would love to see a policy and meet the attorney that says it's OK to copy a workbook. (It is permissible to make "emergency" copies--if a student forgets his/her workbook, the teacher may make a copy, but the copies may not be used to replace the workbook.) A search of copying guidelines turns up many schools that strictly prohibit copying from workbooks.
