SHOCK THERAPY FOR A DYSFUNCTIONAL SCHOOL SYSTEM
Three of Pittsburgh's premier foundations recently announced that they
have lost all faith in the leadership of the Pittsburgh Public Schools.
Bottom line: The Grable Foundation, Heinz Endowments and Pittsburgh
Foundation are suspending all funding to the district effective
immediately. We're not talking about a few thousand bucks here. This is
millions of dollars providing dozens of crucial programs that the district
cannot finance on its own. Cutting off funding is a very concrete act on
the part of the foundations, but it also carries a larger message. School
board members are not just accountable to the few thousand people in their
districts who voted for them. They are accountable to a vast support
network upon which the schools rely -- a network that cares deeply about
improving the quality of public education in the city, that is willing to
invest millions of dollars toward that end, but that will not sit idly by
while the people in charge trash the place.

Governor Warner today launched a statewide partnership
with business and community leaders, state educators, and local school and
government officials to boost student achievement in Virginia's lowest
academically performing schools.

http://www.governor.state.va.us/Initiatives/PASS/index.htm
The partnership for Achieving Successful Schools, or PASS, will assist more
than 100 academically warned schools with a comprehensive plan to marshal
community and business support. Approximately 117 schools statewide which
have been "accredited with warning" due to student performance on Standards
of Learning exams will receive enhanced services.

Study: As more use broadband, digital divide widens

By Sam Diaz
Mercury News
Posted on Thu, Jul. 11, 2002

A report issued this week by the Pew Research Center in Washington, D.C., found

that 21 percent of all Internet users in the United States today have a
home-based broadband connection, a jump from 6 percent who were surfing at high

speeds in early 2000.

The report, dubbed ``The Broadband Difference,'' found that the high rate of
adoption is allowing more Americans to take advantage of all the Internet has
to offer -- from e-mail and online banking to video streaming and interactive
gaming.

But broadband adoption also is widening the digital divide among computer users

based on economics, gender and educational levels. Broadband users, the report
found, mostly are early adopters who have upgraded their dial-up connections.

``Typical of early Internet adopters, broadband users are wealthier, better
educated and more likely to be men than dial-up users,'' the report read.

And that leads to better Internet experiences -- and opportunities -- for the
broadband user.

Promote your lists at "WebSurfing". Each list may be advertised once a
week. (Listowners with more than 6 lists - post every two weeks.) Only
listowners may post, but anyone may join to find lists. Please include the
mainpage URL of your group in
each post. The subject line should include only the name of your list.
Advertise lists only at this time. (Internet-based businesses - you must be
advertising a *list* that goes along with the business, rather than the
business website. You may give the business website but it must be secondary
to the list's URL.)

Secular (non-religious) lists are welcome to post as long as they are safe
for anyone to read, and I am looking for more Christian listowners to post here.

The following ads will not be accepted:
 1. websites without an accompanying discussion or announce list at a
known list host (such as Yahoo, Topica, Smartgroups, etc.)
 2. get-rich-quick plans (including those set up as announce lists)
 3. adult-category lists (including dating services)
 4. religious lists (other than Christian & Jewish lists)

[I am from a broadcasting and advertising background, & I want to help you
have the best ad possible. WebSurfing now has public archives so that the
internet-wide search engines will pick up your ad. Therefore, it does not
matter to me if you are on "no mail" mode on this list. In fact, I recommend
it! We are not posting our ads for 400 other members to see, but for
*anyone* out on the net. Let's think big!]

~ Good luck with your lists! Surf's Up! ~
