I was mostly figuring it would be done by developers not end users.
I'm not convinced a end-user should be moving stuff around (but a
developer could certainly just twiddle the header if they wanted).

too late.  I already forgot.

The biggest ones are the fact that its less maintence to change one
line in a header than it is to move stuff around all the time.  Plus
it keeps the history in the right CVS root file as well.  The agent
library gets to be modular as much as possible as well, and supporting
systems can be lumped in only if either a mib module needs them, or if
the compiling-user actually requested it to be included anyway.
