But I suspect that the more fragmented things are,
the less likely they are to be kept up to date.

At least with everything together, there's only *one* file
to forget to update.....

I would have to agree there. If the root TODO list is kept up to date with Windows items that are delineated as such then that is probably the best solution IMHO.
