Now I'm guessing that the MAX_SIZE limit only applied to incoming packets, and
thus would be the limiting factor for set requests.

I'd also guess that the MAX_PDU, then, must be for limiting the size of
get-bulk responses. Although that doesn't explain why it's not used anywhere in
the code!
