It's supposed to be larger for the reliable transports.  In theory,
yes we could probably support larger values for UDP but you really
wouldn't want to because it wouldn't get reliably delivered and
fragmentation is not something you want to do.  This won't be a
problem in TCP (and the unix sockets) so we have higher values there.
