That's actually correct, the problem is that your receiver is down or
is not responding to the traps that the session is sending.  Also, try
localhost:162 to make sure it gets to the right port number.

Later versions (5.3+) of snmpd will have the ability to not fail if a
receiver is down when the agent starts up...
