The old ipRouteTable code opts to not return a value if none is known. The
newer table instead return -1, as dictated by the MIB descriptions.

Also note that the ipRouteTable metric1 is actually wrong, harcoded to 1 for a
gateway, and 0 otherwise, regardless of the actual routing table metric.
