This depends on the implementation. It can work either way.

The commit is always called if no errors occur during earlier processing
stages. It is up to the implementation to decide what constitutes 'committing'
for a particular request.

This is also implementation dependent. I don't think any tables currently will
destroy on timeout, but it could easily be done.
