I suppose we could use a normal AC_OUTPUT to generate net-snmp-config.h,
That would give us total control of the contents.

Once that is done we could generate a config.h with AC_CONFIG_HEADER and
include that from .c-files that needs it. Yes, intentionally not from .h
files as to avoid using symbols that aren't exported.
