Just FYI, I've used the Net-SNMP perl modules with SNMPv3 a **lot** and
haven't had issues.
As quick proof:
# perl -l -e 'use SNMP; my $s = new SNMP::Session(DestHost => "localhost",
Version => 3); print $s->get("sysUpTime.0");'
1464
(note that much of the configuration is being pulled in from a snmp.conf
file though)
