Speaking as someone who has done a fair amount of consulting work on
both SNMP and non-SNMP projects, very few people are willing to
contribute money for documenting things.  Functionality and
documentation both cost money.  Most people's budgets seem to only
accommodate for functionality, and what's worse they even know it may
come back to bite them in the end.
