Yep.  Previously it actually wasn't an error (ever) to not find files.
Now, because of the include directive, there actually is a potential
error condition.

In the end I guess I'm on the side of "go ahead and have it return an
error now".

Well, regardless of how it's done I agree that an error should be
printed in this case.
