Ah.  In that case I'd suggest writing to the SNMPv3 IETF Working Group
mailing list (which still exists) and ask those sorts of questions there
instead, because that's where the authors of the specification read
things.

If you read the full 3412, it actually explains why it is needed:

   The reportableFlag is a secondary aid in determining whether a Report
   PDU MUST be sent.  It is only used in cases where the PDU portion of
   a message cannot be decoded, due to, for example, an incorrect
   encryption key.  If the PDU can be decoded, the PDU type forms the
   basis for decisions on sending Report PDUs.

IE, sometimes you don't know the class of the PDU because it's encrypted.
