Not quite.

It is using that OID as an index value, when registering the CPU hardware
module within the nsCacheTable.   This can then be used for controlling
how long the CPU statistics are cached for.
   But it's not registering any MIB objects underneath that OID.

Remember that the 'hardware' subtree is not typically used for implementing
MIB modules directly.  It provides a common source of shared statistics for
other MIB modules, such as the Host Resources MIB, or the UCD-SNMP
cpu-related systemStats.

There is no MIB file for this object.

(Well, strictly speaking it's defined as NET-SNMP-SYSTEM::nsCPU.
 But there are no real MIB objects defined as part of this tree - it's
 currently just a placeholder.)
