Well, that'd probably be ok but determining and comparing version
numbers of external packages is very very hard.

It'd probably be better to test for individual functions instead.

The real issue, in my book, is that our current "modularity" doesn't
support sub-configure tests.  We really need to be able to have security
modules, mib modules, etc be able to define configure tests they need
rather than put them all in configure even if they're only needed for
particular components (Another EG: the host mib needing librpm, etc).
