Following this link, it reports various copies of the agent_index files when
I search using "All Licenses".
It does not report anything when I search for GPL (or LGPL) files
Why do you believe these files are GPL'd ?

Many of the files have no explicit copyright or licensing information listed.
Typically the ones that do tend to be where an individual company have
made a contribution and wish this to be explicitly acknowledged.
Otherwise, I'd suggest you have your lawyers look at the overall copyright
and licensing terms specified in the top-level COPYING file.
I am not a lawyer, and am not qualified to comment on the legal status
of any of this code.
