What are the access control settings?
In particular, what do you see if you walk the MIB objects
SNMP-VIEW-BASED-ACM-MIB::vacmAccessReadViewName
and
SNMP-VIEW-BASED-ACM-MIB::vacmViewTreeFamilyMask
?
