The 'net-snmp-create-v3-user' script uses the --with-persistent-directory and 
the --datadir configuration parameter values for identifying the persistent and 
configuration files that it modifies. 

Two questions:
1. Is there a particular reason for why --datadir and not --sysconfdir is used 
to identify the 'snmpd.conf' file to write to?
2. What is the rationale for supporting both --datadir and --syconfdir with 
respect to the configuration file? That is, if these both represent different 
directories then configuration information is spread between both of these 
system locations (*).

* In my case I'd like to isolate the system 'snmpd.conf' to a single directory 
(in my case '/etc', --sysconfdir) but also keep other SNMP data files (i.e., 
MIBs) elsewhere (in my case '/usr/share', --datadir), but I don't want an 
'snmpd.conf' in this latter location. Can this be done?
