With SNMPv1 and SNMPv2c, the community string tends to be regarded
as a sort of password.
   It's wider than just "public" and "private" - "public" is fairly
ubiquitous for "anonymous SNMP".  The use of "private" is less widespread.

But for proper passwords, encryption, etc - you really need to look
at SNMPv3  (assuming your network kit supports this).

The first thing to determine is whether your router supports resetting
via SNMP at all.   Try talking to the vendor.
   It's more likely to be "reboot now" rather than "reboot in X minutes"
if it's supported at all.   But that's a big if - particularly if it
doesn't also support SNMPv3.   I'd be very wary of allowing my network
kit to be reset via SNMPv1/2c.

But talk to your vendor, to see what is or isn't possible.
Certainly the list you gave doesn't include this particular feature.
If that's all the router supports, then I don't think it will be possible.
