Oops, I guess that is a new feature. So, you have 3 options:

1) set the environment variable SNMP_PERSISTENT_FILE to a file that you have
write access to.

2) build a new version of the library for your app, after undefining
PERSISTENT_DIRECTORY in net-snmp-config.h (don't use this version for snmpd!)

3) Upgrade to 5.2 and use the flag mentioned above.
