Thanks for this Robert. Just as I was about to install your patch, I noticed that there was an update to the FreeBSD port for net-snmp by the maintainer, kuriyama-san.
http://www.freebsd.org/cgi/cvsweb.cgi/ports/net-mgmt/net-snmp/Makefile I had sent him a mail about this a few days ago. It appears that he has made changes to the same file that you had targetted. I built the new port on FreeBSD 4.10 and 5.3 and both now work correctly.
