Those file sizes match what I get.
Just to be sure, check the "sum" and "md5sum" signatures:

net-snmp-5.2.1.tar.gz
  sum:    44397  3879
  md5sum: 4c38451b1f5914789da370b79dc06124
net-snmp-5.2.1.tar
  sum:    04723 21630
  md5sum: bce4aa7a83520dfb24d3c4d5d6bbd236

That unpacks fine for me.

Hmmm... that looks suspiciously like a full disk, or running out
of filestore quota.
