No.
Things changed the other way.

The backoff code was removed in 1998
(see revision 1.53 of snmp_api.c)

Because that reflects the earlier behaviour.
The comments were not updated at the same time as the
rest of the code, and no-one has noticed until now.

I'll look at adjusting the comments.
